Leads and supervises a team and serves as the primary point of contact responsible for implementation of the county's MS4 Permit (Permit) and program and Total Maximum Daily Load (TMDL) development and implementation. Coordinates permit related activities, requirements, modifications and renewals with federal and state regulatory agencies. Evaluates levels of compliance with Permit and program requirements. Leads Permit audit and compliance review activities. Leads a team that is responsible for coordinating the county's participation in TMDL and associated action plan development. Prepares and presents updates and information on existing, proposed and upcoming Permit and TMDL requirements to elected officials, senior county management and staff. Coordinates and ensures county agencies are aware of and receive essential training on applicable Permit and program requirements and responsibilities. Initiates and prepares proposed legislative and code amendments for consideration related to stormwater permits and regulations and TMDLs. Provides overall quality control for all work produced by assigned staff and related consulting services.
Any combination of education, experience, and training equivalent to the following: graduation from an accredited college or university with a Bachelor's degree in aquatic,ecology, ecology, biology, botany, zoology, geography, environmental science, environmental engineering, limnology, natural resource management, or a related field; plus six years of experience in the environmental science field, to include two years of experience in field water quality monitoring, terrestrial ecosystem assessment and management, data analysis and reporting and assessments of associated habitat conditions and/or the coordination of tasks to support key components of a comprehensive storm water or natural resource management program.
PREFERRED QUALIFICATIONS: At least five years of experience administering, implementing and coordinating MS4 Permit and program requirements. Experience supervising staff and managing professional services contracts. Experience working with State and Federal MS4 and TMDL regulatory agencies. Excellent verbal and written communication skills.
CERTIFICATES AND LICENSES REQUIRED:
Possession of a valid motor vehicle driver's license.
PHYSICAL REQUIREMENTS: Ability to perform field investigations. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection safety footwear, long pants, sleeved shirt, and personal fall arrest harness. NECESSARY SPECIAL REQUIREMENTS: Is required to complete a driving record check and criminal background check to the satisfaction of the employer. The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis
